Frequently Asked Questions for Pharmacists on Internet Companies Operating Illegally in North Carolina:

Q: What is the Board's policy on Internet-based pharmacy operations and what should pharmacists do if solicited?

A: The Board is aware that some Internet-based operations are actively soliciting pharmacists – particularly independent pharmacists – to act as a dispensing clearinghouse for Internet-based prescriptions. Internet-based prescriptions generated without a physical examination or a prior prescriber-patient relationship – e.g., Internet consultations, with or without “medical records”; telephone consultations after placing Internet order – are not valid, and filling them violates state law. Filling such prescriptions for controlled substances also violates federal law.

Below are cease and desist letters issued by the Board to illegal Internet operations that the Board has discovered to be soliciting North Carolina pharmacies. Any pharmacist who is contacted by any of the below, or any other suspicious operation, is strongly encouraged to contact the Board.

In the past few weeks, the Board of Pharmacy has received complaints that RXAffiliateGroup has been faxing solicitations to NC pharmacies requesting them to act as fulfillment centers for Internet prescriptions.

No website specific for RXAffiliateGroup has been located. A phone number for the recruiter, Jeff Webster, is forwarded to an international mobile phone site, where you can leave a message. Messages were left for Mr. Webster by the Board indicating that his firm’s solicitations in North Carolina violated both state and federal laws.

Domain checks of the RXAffiliate Group listed a similar name with a computer server in Singapore.

If you receive any information on this group or have contact with Jeff Webster, please contact the Investigations Office at the Board at 919-246-1050 or at complaints@ncbop.org.

NC pharmacies have been receiving faxes from the companies/web addresses listed above (and other similar entities) soliciting pharmacies to provide services in filling prescriptions.  The faxes indicate that individuals in need of prescription drugs can now acquire them without a doctor’s recommendation.  Of course, such solicitations are in violation of state and federal law.

The  websites offer medications including Ultram, Fioricet, Soma and other drugs.

A domain name search lists the server for the website in Hong Kong and the contact for the website in Singapore.

If pharmacists are sent such faxes and are able to obtain contact information for any of the above listed companies, please forward the information to Board of Pharmacy Investigative staff.

UPDATE (JULY 10, 2008):

An apparent internet group, RXaffiliategroup.com has been faxing NC pharmacies requesting they act as fulfillment centers for internet prescriptions.  A check for a website for Rxaffiliategroup.com shows no one owns the domain name, but the Texas Board of Pharmacy posted the name along with many others who are soliciting pharmacies to act as fulfillment centers, and who are associated with an overseas organization apparently based in Singapore.  The contact person on the faxed request is a “Jeff Webster” but no company was listed for him.
